Other fields either would require considerable work to be made useable or can not be accurately <br /> assessed because too much of the field is under water and out of sight. (Photo 5) <br /> The structure at the center of the complex served as an concession and administration building. <br /> The restrooms in this building do not meet County permit requirements and can not be used. <br /> Portable toilets must be rented. The former operator of the complex has removed some fixtures <br /> from the structure. Other items are stacked and strewn about inside or in the immediate vicinity. <br /> (Photo 6 & 7) <br /> A considerable amount of trash and debris at various locations around the complex will need to be <br /> removed to bring the site up to safety and sanitation standards typical for City -run facilities. <br /> (Photo 8) <br /> Irrigation of the site is another maintenance/operational concern. Outfield irrigation is <br /> accomplished using hand -set, above - ground, agricultural field type pipe and sprinklers. This is a <br /> labor - intensive and time - consuming methodology. Further, the sprinklers and pipe were the <br /> property of the former operator and have been removed from the complex. The City will either <br /> have to obtain irrigation components for a single season of use, or operate the complex with un- <br /> irrigated outfields. The backflow prevention device for the irrigation system is broken and will <br /> require repair before any fields can be irrigated. <br /> We have estimated maintenance and operational costs ranging from $11,000 to over $17,000 to <br /> operate two to four fields at the former Bond complex site for the coming softball and/or soccer <br /> seasons. This would not include any use of the concession/administration building.
