Other fields either would require considerable work to be made useable or can not be accurately
assessed because too much of the field is under water and out of sight. (Photo 5)
The structure at the center of the complex served as an concession and administration building.
The restrooms in this building do not meet County permit requirements and can not be used.
Portable toilets must be rented. The former operator of the complex has removed some fixtures
from the structure. Other items are stacked and strewn about inside or in the immediate vicinity.
(Photo 6 & 7)
A considerable amount of trash and debris at various locations around the complex will need to be
removed to bring the site up to safety and sanitation standards typical for City -run facilities.
(Photo 8)
Irrigation of the site is another maintenance/operational concern. Outfield irrigation is
accomplished using hand -set, above - ground, agricultural field type pipe and sprinklers. This is a
labor - intensive and time - consuming methodology. Further, the sprinklers and pipe were the
property of the former operator and have been removed from the complex. The City will either
have to obtain irrigation components for a single season of use, or operate the complex with un-
irrigated outfields. The backflow prevention device for the irrigation system is broken and will
require repair before any fields can be irrigated.
We have estimated maintenance and operational costs ranging from $11,000 to over $17,000 to
operate two to four fields at the former Bond complex site for the coming softball and/or soccer
seasons. This would not include any use of the concession/administration building. There would
be an additional cost of $800 to $1,200 if the City purchases sprinklers and irrigation pipe.
To date, local youth and adult sports organizations currently using City fields have expressed little
enthusiasm for relocating games to these fields and have instead stated their preference for
scheduling around the construction and renovation activity generated by the park and open space
bond measure.
For further information you may contact Tim Rhay, Acting Parks Maintenance Manager, 682 -
4809 or John Clark, Acting Turf & Grounds Supervisor, 682 -4826.
