Two memos were provided to the Mayor and City Council dated January 5, <br /> 1999 and March 12, 1999 which addressed the fact that the lease for use of the ballfields on that site <br /> was terminated on November 30, 1998. These previous memos outlined the land use and building <br /> code violations that exist on the site as well as the problems with the physical condition of the facility. <br /> The level of resource commitment for safe operation of the site for one more season is excessive, <br /> whether city cost or volunteer resource. Photos of the site were provided along with the March 12, <br /> 1999 memo that reflect the deteriorated conditions and the liability issues of concern. <br /> (ip The City held meetings with Benjie Hedgecock, Sports Marketing Northwest (former lessee of the site) <br /> and Larry Mann, Lane County Allstars, to discuss the possibility of a per use rental agreement for the <br /> coming summer in January 1999. Subsequent inventory of the field condition to determine appropriate <br /> rental rates for use resulted in the determination that the condition rendered the site economically <br /> infeasible for the coming year. The City did not indicate at any time that the decision to terminate the <br /> lease would be reversed. The attached correspondence between the City and the principal parties <br /> shows the common understanding that the facility initially was to be vacated by March. This deadline <br /> was extended to mid- March, and then to early April at the request of Larry Mann. <br /> The City has provided early notification to past users of the site and continuously encouraged that <br /> alternative fields be booked. Recreation staff have attempted to work with Larry Mann in finding <br /> alternative fields. The City has reserved space as requested by the American Cancer Society to hold a <br /> fund raising tournament. Some dates still remain open for use of Amazon fields, however, sports <br /> groups have been actively reserving dates for several weeks. To date, Lane County Allstars have not <br /> requested reservation for those available dates, nor have other teams represented by Lane County <br /> Allstars requested use of fields. <br /> As Lane County Allstars represents teams from communities throughout the region, there could be <br /> alternate sites available to Mr. Mann in addition to City of Eugene facilities. In an earlier <br /> conversation, the potential for relocating activities to fields in other communities was noted. We <br /> would encourage Mr. Mann to pursue scheduling possibilities at those sites as well as City facilities. <br /> If there are questions regarding these issues, please call Mike Boggs at 682 -5883 or Tim Rhay at <br /> L ., 682 -4809. <br />
