We <br /> are negotiating an exchange with him for an improved park site on property he <br /> holds at the preferred park location. It is our intention to participate in <br /> a trade and sale of the current park site, which will relocate approximately <br /> 50% of the park area to a site east of Gilham Elementary School that he now <br /> owns, a park location consistent with the recently adopted Willakenzie Re- <br /> finement Plan. The remaining approximate 50% of the land will be effectively <br /> traded by the purchase of one of two other park sites indentified in that <br /> plan, sites also consistent with the Eugene Parks and Recreation Plan. <br /> Questions about the exact location of the other possible park sites have not <br /> been resolved. Rather than lose an opportunity while waiting for the second <br /> site to be agreed upon, we have decided to allow the process to go ahead, <br /> taking cash for the remainder of the value. Bob Meltebeke has signed a let- <br /> ter of agreement, a copy of which is attached, which outlines our plan of <br /> action. As you will gather by reading the agreement, it would be impossible <br /> to agree on the exact park boundary before the subdivision plan is reviewed <br /> by various staff and approved by your office. The final description of the <br /> park needs to wait until some point in the process where your planners can <br /> advise us that all issues that could affect the park are resolved. At that <br /> point we would finalize the details of the exchange and sale, so that deeds <br /> would be ready to exchange immediately prior to the issuance of the subdivi- <br /> sion permit. <br /> I was advised by your Chief Planner that a letter describing our intentions <br /> would allow you to receive his application without holding the deed to the <br /> current park property.
