March 5, 1993
Jan Childs
Planning and Development Division
Room 105
777 Pearl Street
Eugene, Oregon 97401
Dear Jan Childs:
Bob Meltebeke has indicated he is submitting a subdivision plan for an area
around Gilham School in the Willakenzie Area that includes park property. We
are negotiating an exchange with him for an improved park site on property he
holds at the preferred park location. It is our intention to participate in
a trade and sale of the current park site, which will relocate approximately
50% of the park area to a site east of Gilham Elementary School that he now
owns, a park location consistent with the recently adopted Willakenzie Re-
finement Plan. The remaining approximate 50% of the land will be effectively
traded by the purchase of one of two other park sites indentified in that
plan, sites also consistent with the Eugene Parks and Recreation Plan.
Questions about the exact location of the other possible park sites have not
been resolved. Rather than lose an opportunity while waiting for the second
site to be agreed upon, we have decided to allow the process to go ahead,
taking cash for the remainder of the value. Bob Meltebeke has signed a let -
ter of agreement, a copy of which is attached, which outlines our plan of
action. As you will gather by reading the agreement, it would be impossible
to agree on the exact park boundary before the subdivision plan is reviewed
by various staff and approved by your office. The final description of the
park needs to wait until some point in the process where your planners can
advise us that all issues that could affect the park are resolved. At that
point we would finalize the details of the exchange and sale, so that deeds
would be ready to exchange immediately prior to the issuance of the subdivi-
sion permit.
I was advised by your Chief Planner that a letter describing our intentions
would allow you to receive his application without holding the deed to the
current park property. Please call if there is anything else we could pro-
vide to enable his plan review to begin.
Sincerely,
John Etter, Principal Landscape Architect
Parks Planning, Public Works Maintenance
