Oregon 97401 -2793 <br />(503) 687 -5010 FAX 341 -5894 <br />Dear Bill: <br />This is in reply to your memo of September 6, 1995 regarding County owned land in or <br />abutting the Delta Ponds. I understand City and County staff have conducted initial <br />discussions and found there may be benefits to both agencies to further explore City <br />acquisition of these lands. The major issues determined from these meetings are: <br />♦The County Parks division does not have the resources to participate in either the <br />planning or co- management of a combined Delta Ponds Park. <br />♦The majority of the County controlled land in or abutting the Delta Ponds /Debrick <br />Slough is within the Delta Highway right -of -way. <br />♦The County owns a four and a seven acre lot in the vicinity of the ponds which County <br />staff recommended to the Board of Commissioners be conveyed to the City. We <br />understand a portion of the seven acre parcel identified may need to be retained as <br />Delta Highway right -of -way. <br />♦ODOT designs for the proposed reconstruction of the Beltline /Delta interchange might <br />impact the alignment of Delta Highway south to the Goodpasture Island Road <br />interchange. Due to this, the Delta Highway right -of -way needs cannot be determined <br />at this time from Goodpasture Island Road to the north and the County wishes to retain <br />all right-of-way in this area until a final design is adopted. <br />♦County Public.Vorks staff estimated it would take approximately 12 months te--- <br />determine the right -of -way needing to be retained for the portion of Delta Highway <br />south of Goodpasture Island Road. <br />The City is interested in the acquisition of County owned lands in or abutting the Delta <br />Ponds. City staff has been instructed to work with County staff to move forward the <br />conveyance of the two lots and any Delta Highway right -of -way the County may deem <br />surplus over the next year.
