OR 97401 <br />Deer Surinw <br />I appreciate your efforts to better define our areas of mutual agreement for further <br />development of the Walnut Grove site. My September 14th meeting with Johnny Medlin <br />and Lew Bowers resulted In the formulation of a conceptual framework for additional <br />development of the site and management of public use of the pond. The agreements <br />listed In your October 31st letter capture much of the framework. One aspect of the <br />conceptual framework that is missing Is the resloping of a portion of the pond edge and <br />channel bank to improve the slope aspect for turtle nesting. <br />Successful Implementation of this conceptual frameworks hinges on the specific details <br />that have not yet been defined. in partitioning the area for people and turtles it is critical <br />that we develop an effective way to limit unauthorized pubild access to the turtle <br />sanctuary area and also limit turtle access into the resldentlat and park areas, public <br />education efforts and long terns habitat management requirements need to be better <br />defined. Considerable volunteer Interest has surfaced that should facilitate the public <br />education and habitat management aspects. Development of these specifics as part of <br />the management pion should be done concurrently with the planning for the additional <br />development. <br />I appreciate your efforts In providing needed consideration for this sensitive species. I <br />am excited about the prospects that are corning together. If we are successful, we will <br />provide some of the needed low Income housing, Insure the long term viability of this <br />turtle population, Involve the neighborhood in the protection of this turtle population, <br />provide limited recreational use of the pond, and svoid Creating a turtle vs. people <br />conflict- <br />Sincerely, <br />Willi .
