MEMORANDUM <br /> Date: July 15, 1993 <br /> From: Bob Hammitt <br /> To: Kevin Hornbuckle <br /> Subject: CHARNEL MULLIGAN PARK <br /> • <br /> One of the Eugene Decisions reductions strategies was the reduction of park <br /> turf irrigation in order to reduce water bills, fertilization costs and mowing <br /> frequency. After Council directed staff to implement this strategy, an <br /> analysis process was conducted on all irrigated park areas. A list of <br /> irrigation systems to turn off was identified and processed through the Parks <br /> and Recreation Commission. The list was modified based on their input. <br /> Irrigation systems were turned off and mowing reduced to once every two weeks <br /> on 16 previously irrigated turf areas. They are West University Park, <br /> Laurelhill Park, Milton Park, Tugman Park, Washburn Park, Lafferty Park, <br /> Charnel Mulligan Park, Friendly Park, Acorn Park, Country Lane Park, Tandy <br /> Turn Park, Bond Lane Park, Scobert Park, Martin Luther King Park, Berkeley <br /> Park and Westmoreland Park. <br /> Criteria were developed to determine which systems were turned off. Turf <br /> areas around major facilities (i.e. swimming pools, community and senior <br /> centers, library, etc.), sports fields and summer playground park areas <br /> received the highest priority for continued irrigation and mowing. These park <br /> areas were given a high priority because of their level of use and possible <br /> liability issues that might occur. Shrub beds throughout the parks system <br /> were given a high priority and continue to be irrigated on a regular basis to <br /> keep plant material from dying. <br /> Charnel Mulligan Park has browned out faster than other parks because the turf <br /> was installed over a sand based soil. Many parks with the irrigation turned <br /> off continue to retain more water because of the soil composition. These <br /> other parks will eventually turn brown like Charnel Mulligan unless we have <br /> continued rainy periods. The shrub beds at Charnel Mulligan continue to be <br /> watered and maintained as in other parks. <br /> The parking lot at Olive and 14th continues to receive regular irrigation and <br /> maintenance at this time. The rationale for this is that it is part of a <br /> major facility (i.e. library) and the irrigation system for the turf and shrub <br /> beds both run off the same stations. <br /> If category B reductions are implemented, several more parks would be added to <br /> the list for brown out. The lot at Olive and 14th would likely be part of <br /> this reduction strategy. I hope this addresses your questions. If not please <br /> contact Dick Morgan or myself at 687 -5220. <br />
