Hammitt, Bob
From: Medlin, Johnny
To: Hammitt, Bob
Subject: Mulligan Park Street Trees
Date: Friday, March 25, 1994 2:01 PM
I'm not sure if you'll remember this one, I almost didn't and I was the one who did it.
Several months ago I received a call from Kevin Hombuckel asking about the poor condition of the street trees at
Charles Mulligan park. Dick Morgan and I did a field inspection and I asked Jan to do an evaluation.
Jan's evaluation tumed up that the 9 trees were planted about 10 years ago when the park was developed and
due to girdling roots had strangled themselves and were only of 4" caliper instead of the 8+ they should be in that
time. He felt the trees might limp along a few more years but could not recover.
I relayed this information to Kevin and told him considering the small size of these trees we would remove them
this winter and replant with new trees at a cost of approximately $3,600. That seemed to satisfy Kevin as I
remember.
The old trees were removed yesterday with the new ones scheduled to go in early next week.
Today Jan received a call from David Gusset (might be spelled wrong) who stated that he felt we should have
notified the neighborhood group and involved them in the decision to remove and replace. He asked Jan for any
documentation on what the condition of the trees were.
Jan still has the one page memo he sent to me that I used in my verbal discussion with Kevin. I told Jan he
could send that to Mr. Gusset, let him know that I had given this information verbally to Kevin several months
ago. He could let him know that I was the person who had given the instructions for the removal and
replacement and that if Mr. Gusset wanted additional information he could give me a call.
I didn't feel the small scope of this removal and replacement of these very small caliper trees justified the
expense of public involvement. Jan said Mr. Gusset made a number of comments which make us think his
issue really is larger and concems the irrigation and appearance of the park last summer.
I don't intend to do anything further on this issue at this time. It would be a very bad precedent to have to
undertake a public process for the replacement of dieing street trees even if they do abut a park. Thanks
Johnny
Page 5
