It is alleged that kidsports
and adult field games are planned in the evenings as late as 11:00
o'clock. Neighbors object to the noise, the light and even adult
r males urinating along a drainage ditch at the southern boundary of
the park. The purpose of this latter stems from this park
modification incident.
• My purpose in writing this letter is to address a problem of
broader significance, namely the erasion of public trust by city
_ officials. Two Ascot Park neighbors, Ms Patti Luse and Mr. Eric
Ellwood, among others , were told by city employee John Etter,
that (paraphrased) notification of the neighbors about the light
installation was delayed because such notification might black the
light installation project.
I personally pretest most strenuously to this alleged sort of
deception. 1 previ❑usly have testified to the Council that there
was a credibility problem with the city manager, I have written
you a recent lengthy letter citing repeated examples of deceit by
omission over a number of years, and I here call your attention to
this most recent example of deception.
The city manager is not personally responsible for every
statement made by his underlings. I would have less cause for
concern about this sort of deception if the city manager had not
personally engaged in similar deception by omission. Quite
possibly his actions have set the tone, a sort of Madison Avenue
ethic which appears to have Filtered down from his to other city
oF£3ces. In this case the Parks Department is involved.
Previou `the Downtown Development Division of the Planning and
Development Department has engaged in similar deceptive actions.
I have•discussed this with former Mayor Jeff Miller without
-1-
