Hammitt, Bob <br /> From: Medlin, Johnny <br /> To: Andersen, Chris; Johnson, Jim (RIS1) <br /> Cc: Kofford, Carolyn; Etter, John; Hammitt, Bob; Post, Doug (RIS1); Kroeck, Louis (RIS1); <br /> Morgan, Dick (RIS1) <br /> Subject: Ballfield Lighting Shasta and Century <br /> Date: Tuesday, December 14, 1993 2:56PM <br /> Bob Hammitt asked that I write a short update on where we are regarding the decision to move ahead with rehab <br /> of Shasta Ballfield lighting and the decision to combine the public process for a replacement ballfield for Kincaid <br /> with the public process for development of an Amazon Park General Plan. <br /> This direction was a result of a staff consensus reached at a meeting attended by Dick Morgan, John Etter, Doug <br /> Post, Louie Kroeck and myself. In a nutshell, a delay of at least eight months will likely occur before we can get <br /> a public decision for the replacement for Kincaid Ballfield. This is due to the Century complex being the Council <br /> preferred option stated in their October meeting. There are a number of competing issues of public interest <br /> needing to be addressed in the Amazon Park complex. To insure we don't run foul of these (moving on one <br /> while ignoring others) it was decided to move ahead the scheduled project to do a General Park plan for <br /> Amazon Park to let all issues surface and be dealt with in an organized fashion. <br /> The decision to move on the Shasta complex (agreed at the same meeting) was more on a practical basis. <br /> Instead of storing the poles and fixtures already purchased we felt it more responsible to mitigate our liability <br /> exposure by moving the Shasta project up a year from originally planned and moving the Kincaid replacement <br /> back a year (basically a swap between two fiscal years). <br /> These actions were described in the Council Newsletter article of December 3rd which is attached. One copy is <br /> in wordperfect and the other in IBM.RFT for those of you still on RIS.. <br /> «File Attachment: SHASTA.FFD» «File Attachment: SHASTA.RFT» <br /> I spoke briefly to Bobby Green on this issue prior to his being called away. I flagged the notice coming out in the <br /> Council Newsletter in our conversation. He has never gotten back to me on this for further information or <br /> comments. 1 understood from Doug Post that Jim Johnson was going to talk to Barbara Keller regarding this <br /> issue but don't know if her illness prevented this or not.. I have spoke with her subsequently (today) on other <br /> issues and she didn't bring it up. <br /> FUNDING: <br /> You may remember that prior to receiving the Ascot and Graham bids we had $220,000 allocated for Ballfield <br /> lighting projects. We then had to add an additional $64,130 due to the bids coming in higher than anticipated. <br /> With Ascot being dropped funding these changes became even more complicated. We both had to cover the <br /> expenses of discontinuing the work at Ascot Ballfield as well as coming up with the additional funds to rehab the <br /> much larger Shasta complex. This amounted in us reprioritizing another $110,000. <br /> This latest was achieved by: <br /> 1. Changing the $ 45,000 appropriation funding on SMJ easement (945263) from 011 to Park UT (922082) and <br /> moved this freed up $35,870 into Ballfield lighting (935622). <br /> 2. Zeroed account (312113) SMJ -House rehab and moved all $14,551 into Ballfield lighting (945263). <br /> 3. Zeroed account (945213) Wash. Basketball CT. and moved the remaining $ 7,772.45 into Ballfield lighting <br /> (945263) <br /> Page 1 <br />
