Every day Mr. Coughlin and his mother set up camp on the southwest corner of <br /> Acorn Pap location leave and to c around 11 <br /> two occasions IV needles have beengreccoove to <br /> their camp recovered <br /> p <br /> along with other trash at their camp site. <br /> Mr. Coughlin and Rain drive an older white Ford Tempo (license # WXD 217). <br /> Apparently, Mr. Coughlin does not have a valid driver's license nor does he have <br /> insurance. He has been observed by many neighbors on countless occasions to be under <br /> the influence while he has been on the park grounds. He has also been observed driving <br /> their vehicle in the neighborhood and, reportedly, has had a couple near misses- one with a <br /> pedestrian and the other with an oncoming car. When park area neighbors have observed <br /> Mr. Coughlin driving his car, they have called EPD Dispatch only to have their reports <br /> disregarded by EPD Dispatch personnel. <br /> Based upon our experience we believe Mr. Coughlin and his mother, Rain, present <br /> a danger to the families in the neighborhood and, especially, to our children who play in <br /> Acorn Park because of his IV drug use, as well as, his abusive and destructive behavior. <br /> The park just received a $75,000 renovation and, as a result, has seen a significant increase <br /> in the number of children and families who make use of the re- seeded field and new <br /> playground equipment. <br /> Many residents in the Acorn Park neighborhood have called EPD Dispatch <br /> numerous times with information and complaints over the past two months regarding these <br /> individuals. And, on numerous times police officers have responded and have contacted <br /> Mr. Coughlin and his mother. We are fully aware that the Eugene Police Department's <br /> personnel and resources are stretched thin. Yet, this problem persists on a daily basis. <br /> EPD continues to expend personnel and resources without effectively addressing the <br /> issue.
