Open Space, Parks, Trails and Greenways <br /> Bond Measure 26 -26 <br /> Implementation Work Plan Summary Sheet <br /> On May 16, 1995 voters of the Portland metropolitan region said YES to Ballot Measure 26 -26 answering <br /> the question: Shall Metro preserve open space for parks, trails, wildlife; protect streams for fish; issue <br /> $135.6 million in general obligation bonds? The bond measure package includes 14 regional greenspace <br /> target areas, 6 regional greenway and trail projects and nearly 90 local government parks projects. <br /> The regional target areas (acquisition acreage goals in parentheses) were selected from and support the <br /> goals and policies of the Metropolitan Greenspaces Master Plan (1992): <br /> Willamette River Greenway (1,100 ac) Tonquin Geologic Area (275 ac) <br /> East Buttes / Boring Lava Domes (550 ac) Tualatin River access points (265 ac) <br /> Newell Creek Canyon (370 ac) Clear Creek Canyon (345 ac) <br /> Sandy River Gorge (810 ac) Gales Creek (775 ac) <br /> Cooper Mountain (425 ac) Columbia River shoreline (95 ac) <br /> (300 ac) <br /> Forest Park buffer /expansion (320 ac) Rock Creek ( <br /> Jackson Bottom (McKay/Dairy creeks) (335 ac) Tryon Creek linkages (20 ac) <br /> The regional greenway and trail projects also were selected from and support the goals and policies of the <br /> Metropolitan Greenspaces Master Plan: <br /> Peninsula Crossing Trail in north Portland (3 miles) <br /> Fanno Creek Greenway (up to 12 miles) <br /> Sauvie Island to Hillsboro (Burlington Northern) rails -to -trails (7 miles) <br /> OMSI to Springwater Corridor (3 miles) <br /> Clackamas River North Bank Greenway (up to 8 miles) <br /> Beaver Creek Canyon Greenway (8 miles) <br /> Up to $25 million is available to 26 local government park providers to fund community open space <br /> projects. Allocations to each provider (ranging from $5,673 Master for P anrg ove to $7.4 . million for r Portland) <br /> are based on a formula in the Metropolitan Greenspaces Mas <br /> through intergovernmental agreements with each local jurisdiction. <br /> Metro has closed transactions within the following regional target areas: Clear Creek Canyon (342 acres), <br /> Forest Park (122 acres), Newell Creek Canyon (65 acres), Sandy River Gorge (188 acres), Willamette <br /> River Greenway (27 acres),and Tryon Creek linkages (12 acres). <br /> Total acres acquired as of February 29, 1996 = 756 acres (13% of 5,985 acre regional goal) <br /> The Open Space Implementation Work Plan describes the process by which the bond funds ($135.6 <br /> million) will be used for open space and trail acquisition and local parks projects. This acquisition effort <br /> directly supports the policies and goals of the Metropolitan Greenspaces Master Plan, Regional Urban <br /> Growth Goals and Objectives (RUGGOs) and the Region 2040 Concept Plan <br />
