1-J <br /> Maintenance Agreement between Eugene School District 4J and <br /> the City of Eugene for Youth Sports Parks on 5 District Campuses <br /> February 21, 2000 <br /> 1. This agreement governs the maintenance of youth sports parks and multi - purpose fields <br /> as described in the Intergovernmental Agreement to which this agreement is an <br /> attachment. <br /> 2. Costs. The District and the City agree to share in the cost of maintenance and custodial <br /> services necessary for the above referenced parks and fields, subject to weighted use. The <br /> City shall be responsible for the cost of all scheduled or regular community use that is not <br /> paid for directly by the users. The cost allocation for the first year shall be determined by <br /> a committee composed of the City Parks Maintenance Manager, a representative of the <br /> City Parks Recreation Activities management, the District Grounds Supervisor, and the <br /> District Athletic Director and/or Facilities Director. This committee shall be guided in <br /> the first year by proposed usage as determined by the initial matrix for field use and other <br /> appropriate means. In subsequent years, decisions could be made based on actual usage. <br /> After each year, the committee will evaluate actual usage vs. allocated costs, and make <br /> adjustments into the following year so as to balance any substantive inequities from the <br /> prior year. All decisions of the committee will be made by consensus. <br /> 3. Implementation. For the past approximate 10 years, the District and City have had a <br /> successful partnership in jointly maintaining City and District properties that adjoin one <br /> another: e.g., Monroe MS fields and Ascot Park, Roosevelt MS fields and Amazon Park, <br /> Parker ES fields and Kincaid Park, Awbrey Park ES fields and Awbrey Park, Jefferson <br /> MS fields and Graham Park, Crest ES fields and adjacent parcel of undeveloped City <br /> property. It is intended that the partnership and working relationship be continued with <br /> the addition of these new parks and fields. The City Parks Maintenance Manager, or <br /> designee, and the District Grounds Supervisor, or designee, will jointly determine the <br /> most cost - effective and efficient means of providing the necessary services. <br /> 4. Standards. Standards are described on the next two pages. Standards will be reviewed <br /> annually by the City Parks Maintenance Manager and the District Grounds Supervisor <br /> and may be adjusted by the joint agreement of the City and District. <br />
