Nov -26 -99 03:56P Excalibur Cutlery 1 541 343 2851 P_03
•
Fourth, I hope you would reconsider the cost of the two skateboard parks scheduled for
ChurchilUKennedy and Cal Young. Skateboard parks are an important part of what's left of
these two youth sports parks, but at $150,000.00 each, they are far and away the most costly
elements in either park. For some reason you feel obligated to build a championship type skate
park with very expensive loops and jumps. It would seem to me that we could meet most of
the skate park demand at half the cost by leaving out some of the "ultimate jump" type
construction. These savings would allow you to fund other priorities such as covered picnic
areas, restrooms, or children's play areas that are now in danger of being eliminated.
Fifth, the architectural fees for the overall project are substantial. By your estimate they
will exceed a half a million dollars. I would hope they are apportioned as close to evenly as
possible, but I sense that the city will be expected to carry a disproportionate share of this cost.
Lastly, speaking of fees, I trust that neither the school district nor the city is charging
staff or management fees against the bond money. It would seem to me both organizations
have staffs in place with salaries already budgeted. If either organization were to begin to
charge management fees against the bond money it could be construed as a most egregious
slight of hand and misuse of public monies.
Bill, I appreciate your asking for my opinion and advice. I remind you that while I have
been involved in the many facets of the youth sports parks concept and bond measure, I have
not been in contact with other supporters in regard to the feelings I have expressed above. I do
believe they would share most of my views, but please accept this as my personal opinion.
I wish you the best, I don't envy your task.
cerely,
Charles E.
