Final approval for joint 4J /City of Eugene development of youth- oriented recreation <br /> facilities at five 4J schools. <br /> 2. Approve the concepts presented in the attached "Discussion Outline for Joint Development <br /> and Use of 4J /City of Eugene Youth Sports /Athletic Fields ". <br /> II. COUNCIL ACTION HISTORY <br /> The successful 1998 Parks & Open Space Bond Measure (POS) identified a total of $4 million <br /> for the development of Youth Sports Parks at the Churchill/Kennedy site and at an undetermined <br /> location in the Willakenzie Planning District. <br /> On June 16, 1999 the City Council unanimously voted to tentatively approve the Youth Sports <br /> Park concept and instructed the City Manager to develop the elements of an intergovernmental <br /> agreement between 4J and the City of Eugene for Council review. <br /> III. BRIEFING STATEMENT <br /> School District 4J passed a $3.5 million bond measure dedicated to replacing the lost use of <br /> Autzen Stadium facilities. This amount is insufficient to construct a field at each of 4J's high <br /> schools. By using a portion of the POS $4 million for youth sports parks in participation with 4J <br /> in the construction of four multi -use synthetic surfaced fields, and subsequent development of a <br /> shared use agreement, the city and 4J can obtain for the citizens of Eugene an increased <br /> availability of sports fields and park amenities than either can fund on their own. <br /> On June 16, 1999, Council tentatively approved a revised Youth Sports Park project scope to <br /> include cooperation with School District 4J in the development of four multi -use synthetic <br /> surface fields. In addition the Council instructed the City Manager to develop the elements of an <br /> intergovernmental agreement which would: <br /> • Maximize community usage in proportion to resource contributions <br /> • Ensure adequate and efficient maintenance <br /> • Provide for the shared management of the proposed Youth Sports Parks. <br />
