We do this with regret because we know that it will cause delays in the project. However, <br /> because of the way the selection process was handled and the subsequent events that occurred between <br /> WRG Design, Inc. and WEGS Architects, I feel we have been improperly treated as a professional <br /> organization in this process and 1 owe it to WRG Design, the subconsultents on our team, and the <br /> professional community, to voice this appeal, <br /> The main reason we regretfully submit this appeal is that recent events have raised significant questions with <br /> regard to WBGS's misrepresentation of their qualifications and availability to complete the work within the <br /> specified time frame, specifically in regards to the athletic facilities and synthetic turf facilities which <br /> represents 51% of the project budget (x3,200,000/$5,200,000 - Option C). Based on recent events and <br /> conversations with WBGS, we feel that they do not have a good understanding of how tight the project <br /> schedule is to complete all phases of the project. Lastly, due to our understanding of the recent events that <br /> have taken place, we believe our firm is significantly more qualified on a portion of the project that represents <br /> more than half of the project and at least as qualified on the other portions of the project. Also, our proposed <br /> fee is $164,288 (24%) less than WBGS's fee based on the RFP's submitted, <br /> The following details the basis of our appeal. <br /> Qualifications: <br /> Parks Component (Represents 49% of construction budget) <br /> Bill Hirsh told us aver the interviews that the Committee determined WRG Design did not discuss and/or <br /> convey sufficient Neighborhood Parks experience or understanding, We were told that the City <br /> representatives on the interview committee 'specifically focused on this issue. We feel we were not given <br /> proper consideration for the following reasons. <br /> We provided a color graphic of Bella Vista Park which is located in Vancouver, Washington that includes all <br /> aspects of the proposed parks (ie. basketball courts, children's play area, picnic areas, soft and hard <br /> surfaces). This project is currently under construction. We gave Ron Sanatel a fax memorandum identifying <br /> an additional list of references for them to call related to our Community and Neighborhood experience (copy <br /> attached).
