We understand that the School District did call Terry Snyder and received a very positive <br /> recommendation. Jeff Simpson also stated in the interview that we had completed over a dozen <br /> neighborhood pares in Oregon and Washington. Doug Woumell stated that park identify was very important <br /> and described a project he completed that included three different community parks that created an identity <br /> by have a unique color used in the park structures construction. John McGuire with TBG stated that the <br /> important aspect or defining and building the parks component was to make sure we listen and respond to <br /> the neighborhood's needs during the public involvement process which will also help create the Park's <br /> identity. <br /> We also stated that our skateboard designer was a specialist based in San Francisco. He would be on <br /> location during all skateboard user group meetings and has completed numerous skateboard park designs <br /> throughout the northwest. Examples of nis work were displayed to the selection committee. <br /> Based on these specific examples it was clear that we do have experience in this type of work. We do <br /> understand that our competition may or may not also have extensive experience in this type of work, but to <br /> be told that we just don't have experience in this work is not correct <br /> Athletic Fields Component (Represents 51% of construction budget) <br /> Bill Hirsh stated to me after the interviews that it was evident that we were the most qualified firm for the <br /> athletic field's component of the project, specifically the synthetic turf design for the playing fields, which <br /> represents the most significant investment for the City and the School District. Bill mentioned that the <br /> selection committee was specifically impressed with the experience and expertise of our partner, Doug <br /> Wournelb, who's expertise is athletic fields/synthetic turf. In the debrief with Bill Hirsh, it was apparent that <br /> the selection committee felt that WRG Design was more qualified for the athletic fetes and WBGS Was more <br /> qualified for the parks component and that there were only two firms proposing on the project, we may join <br /> forces in some form and complete the components separately with WBGS managing the project, Based on <br /> this conversation I followed up with a memo to Bill Hirsh regarding this issue (see attached note I faxed to BiII <br /> after our conversation). Bill stated that he felt that this idea had merit and would look into it <br /> The next day Bill Seeder with WBGS called a member of our team, Doug Woumell, without consulting WRG <br /> Design and stated that they would like to hire him separately to complete the design, specifications, and <br /> construction administration for the Synthetic Turf Fields. Mr. Seider stated to Mr. Woumell that they were "too <br /> busy to complete this work at the present time and nad no experience in the design and construction of <br /> synthetic turf fields!' We were obviously very surprised at this but, as per my conversation with Bill and my <br /> note to him after the interview, we still felt that, in the publics best interest a teaming of the two consultants <br /> may provide the City with the a qualified team to complete their project on time and within budget Therefore, <br /> in a subsequent conference call with Doug Woumell, Bill Snider, and myself, we first stated that Athletics, <br /> which is based in Vancouver, B.C., has an exclusive agreement with WRG Design in the United States, which <br /> was stated in the interview. We discussed a scope of services and after some deliberation, a tentatively <br /> settled on a fee of 5210,800 (6.2% of the average estimated cost of the synthetic turf fields <br /> $210,800/53,400,000 and 35% of the expected total fee). We felt this was a competitive fee for the proposed <br /> work and provided WBGS with the expertise and the resources needed 10 properly design. specify, and <br /> inspect this component of the project that represents 51 % of the overall construction budget which they said <br />
