September 17, 1999
Nathan Duke, Neighborhood Transportation Planner
Public Works, Transportation Division
City of Eugene
858 Pearl Street
Eugene, OR 97401
Dear Mr. Duke:
Our home is located at 2320 Jeppesen Acres Road. This location is about 200 feet west of the intersection
of Jeppesen Acres Rd. and Providence Street.
It is ironic that residents should be forced to pay for parking permits on our own street. Until the fall of
1998, there were no parking problems on Jeppesen Acres Road. When Sheldon High School parking
facilities could no longer contain all the high school students' cars, Sheldon started selling parking
permits to the Senior and Junior High students. The students who did not get a permit, because they were
sold out, but still drive to school have nowhere else to park but in the residential streets. Being closest to
Sheldon High School, parking on Jeppesen Acres Road became the street of choice. During the summer
of 1999 the parking problem on Jeppesen Acres went away. The problem is that Sheldon no longer has
sufficient parking spaces for the students that drive.
The problem is only going to get worse because student enrollment will increase and a multi -use athletic
field plus Parks and Open Spaces are going to be constructed on the Sheldon Fields. To solve the problem
for the school and the near residences will require adding parking spaces at Sheldon High School before
they construct the multi -use athletic field and the Parks and Open Space facilities. This construction will
increase parking and traffic concerns.
In July 1998, Branch Engineering prepared a "TRAFFIC OPERATIONS ANALYSIS FOR SHELDON
HIGH SCHOOL" (see enclosure). They proposed increasing the parking spaces from 386 to 481. This
increase will solve the Jeppesen Acres Road parking problem.
Sincerely, I concur,
Geraldine and Arnold L.
