ACTION REQUESTED <br /> Conduct a work session to: <br /> 1. Tentatively approve the concept for joint Eugene School District 4J and City of <br /> Eugene development of youth- oriented recreation facilities at 5 4J schools. <br /> 2. Instruct the City Manager to develop an intergovernmental agreement to implement <br /> this concept. <br /> II. COUNCIL ACTION HISTORY <br /> The successful 1998 Parks and Open Space bond measure (POS) identified a total of $4 million <br /> for the development of a Youth Sports Park at the Churchill/Kennedy site and at an undetermined <br /> location in the Willakenzie Planning District. The council included a line item in the FY00 <br /> capital budget, Community/Regional Park Development, for a proposed project. <br /> III. BRIEFING STATEMENT <br /> In 1993, Eugene School District 4J passed a $3.5 million bond measure dedicated to building <br /> sports fields. This amount is insufficient to construct a field at each of the 4J high schools. By <br /> using a portion of the POS $4 million for youth sports parks in participation with 4J in the <br /> construction of four multi -use synthetic surfaced fields, and subsequent development of a shared <br /> use agreement, the city and 4J can obtain a greater number of usable sports fields for the citizens <br /> of Eugene than either can fund on their own. <br /> The council is requested to approve a revised Youth Sports Park project scope to include <br /> cooperation with Eugene School District 4J in the development of four multi -use synthetic <br /> surface fields. The joint development of youth- oriented recreation facilities include projects at <br /> five 4J school sites: <br /> • Churchill High School/Kennedy Middle School: Youth Sports Park with Multi -Use <br /> Synthetic Surface Field <br /> B -1 <br />
