facilities at SHS and CHS. 4J will ensure that the City (and Users) will be actively involved in
the decision - making process, especially with regard to design, through an Advisory Committee
of key users. The Advisory Committee will meet at least monthly during the design process. A
Policy Committee of the City Manager or designee, City Public Works Director, 4J
Superintendent and/or Deputy Superintendent and 4J Facilities Director will meet as needed to
ensure that the development is compatible with City and District goals. A Steering Committee of
Andrea Riner, Jeff Langston, Bill Hirsh, Ron Sanetel , and Jim Denker will meet approximately
weekly to actively guide the development.
The City will supply the project development effort with a full time project manager, to be
stationed at the District's FM offices. The project manager will work within the FM team.
Contracts with vendors, contractors, consultants, etc., will be held by 4J. Contracts for labor
and materials will request a break -down at the time of bid of the separation of District and City
components. Billings will be made against these components. For billing purposes, consultant
contracts will be separated into two components as well. The project manager and 4J staff will
authorize all invoices for payment, and will prepare billings to the City from 4J based on the
approved invoices.
Special Campus Concerns.
Campus Security
The joint facilities on 4J property will be used in a fashion that is compatible with protecting the safety
and security of 4J students and staff during the instructional day. As a result, the District reserves the
right to control use and access to the facilities during instructional days.
The District recognizes and supports modest and safe use of existing 4J fields by neighbors and the
community during the instructional day. For example, high school tracks are used by seniors, college
students, and others, while 4J school is in session, and while 4J classes are not using the tracks. We
would want to encourage and support the continued safe use in this manner of existing and new facilities.
The District reserves the right to, without prior notice, restrict partial or all use, for a short period of time
(i.e., days or weeks), for security and safety purposes. Any long range change to usage or policy around
• usage would be discussed with the User Committee prior to implementation.
The school grounds will be posted with signs to the effect that the areas are school grounds and that
public access is welcome, but may be restricted, without prior notice, for security or instructional (see
below) reasons, while school is in session.
Compatible Practices
The fields and play areas will be scheduled and used during instructional days in a manner which is
compatible with District instructional use.
Dogs, on leashes, can be brought on the property provided that the animals are not a physical or sound
