MIL <br /> Sheldon H.S. Traffic Operations <br /> The four -way stop controlled intersection at the west access was observed to operate efficiently <br /> during the study period. Other than illegal pedestrian crossings, no significant problems were <br /> noted. <br /> Accident data for Willakenzie Road was obtained from the City of Eugene for the period of <br /> January 1, 1994 through September 30, 1997. Seven accidents were reported at or near the <br /> school accesses during this period, three of which were caused by southbound left turning vehicles <br /> colliding with westbound through vehicles. The accident data indicated three of the seven <br /> accidents occurred during school hours. None of the accidents reported during this period <br /> involved pedestrians. <br /> On -site circulation was found to be relatively safe and efficient with only a couple of areas <br /> requiring additional consideration. The existing parking layout effectively channelizes travel <br /> through the site and speed bumps located throughout the site seem to inhibit excessive speeds <br /> except in the north parking area. The principal noted some speeding problems with students <br /> traveling through the north parking lot. In addition, the area directly in front of the main school <br /> entrance became congested as parents use this area as a pick -up and drop -off zone. The school <br /> does not currently have a defined area for pick -up and drop -off of students. Though the fire lane <br /> along the south side of the school acts as a pick -up /drop -off zone, there was insufficient space for <br /> this activity during peak times. <br /> A parking utilization study was performed to determine if the existing number of parking spaces <br /> on -site is adequate for current student enrollment. Each hour the parking areas were surveyed <br /> and the number of available spaces recorded. At least twenty spaces were found available during <br /> the entire school day, equating to a 5% vacancy. Considering the variability in attendance and the <br /> limited (one day) study period, the existing parking is considered barely adequate. Expected <br /> increase in student enrollment will create a need for additional parking. <br /> Pedestrian and bicycle facilities were inventoried and deficiencies were identified. The overall site <br /> was found to have adequate pedestrian and bicycle facilities with one exception. There is <br /> currently no sidewalk from the school building to the east access on Willakenzie Road. Though <br /> considerable pedestrian travel was observed, very little bicycle use was noted. Approximately 60 <br /> students crossed Willakenzie Road to the shopping center and LTD bus stop located on the south <br /> side of the street. The majority of these students legally crossed in the crosswalks at the west <br /> access, but unsafe behavior was observed at the east access. <br /> Branch Engineering - Page 2 <br />
