s r
CAR VER
DEVELOPMENT
March 5, 2005
Mr. Russ Royer, Senior Real Estate Officer
Engineering Department, Public Works
CITY OF EUGENE
858 Pearl Street
Eugene, OR 97401
Re: Proposed Road Improvement, Ridgewood Drive
Dear Mr. Royer:
Mr. Johnny Medlin suggested I contact you to make sure we follow the correct procedure
for awarding a contract for the above referenced improvements so we do not run afoul of
any City policies that might hinder timely payment by the City of its agreed upon share of
such costs.
When I contacted you, I suggested that the public bidding process might not necessarily
be the most economical way to construct the improvements. I asked if the City would
please review the improvement documents and a price quote by McKenzie Excavation
(small local contractor) and that if such pricing seemed reasonable, that the City approve
the work to be done without the public bidding process. Pursuant to such discussion,
enclosed please find copies the road improvement plans prepared by Poage Engineering,
McKenzie Excavation's pricing for such road improvements, our estimate of the City's
share of the improvement costs and a copy of our Letter Agreement dated October 18,
2004 with the Parks and Open Space Division.
Would you please let us know if McKenzie Excavation's pricing is acceptable to the City
so we do not have to go through the public bidding process? Thank you for your
consideration.
Should you have any questions, please do not hesitate to contact me.
Sincerely, h'Lj
Roy Carver, III
cc.
