I <br /> differential in the trade values involving the Gillespie Butte acquisition <br /> from EWEB, or it could be applied toward additional ridgeline trail, each of <br /> which would have been eligible under the conditions of the bond issue that <br /> originally funded the acquisition. <br /> KEEP SCENARIO: Renting to Cascade Raptor Care Center or similar group. <br /> After development of proposal criteria and following a competitive process to <br /> select an organization that would provide such a public benefit, the proposal <br /> in the Eugene Park and Recreation Plan dealing with• the nature interpretive <br /> center and meeting space may to a limited degree be realized. Ms. Schimmel <br /> has demonstrated considerable support from other agencies, and this could be <br /> viewed as a new way of implementing a plan proposal and interagency coopera- <br /> tion. <br /> RECOMMENDATION: Staff recommends the sell scenario. The proposal for the <br /> nature center came as a result of solving the trail encroachment problem. <br /> Opening the property to use by private organizations would require the city <br /> to develop criteria for its use and then request and evaluate the various <br /> responding organizations' proposals. Upon selection of a private use the <br /> City would be required to continue management of a facility not originally <br /> constructed for public use. Property management resources have been reduced <br /> as a result of the Eugene Decision funding reductions. <br /> A procedural problem may exist, however, in an action inconsistent with the <br /> Parks Plan. The council, in an action leading to the sale of this parcel, <br /> may need to include a brief public hearing to amend the plan to avoid any <br /> challenge to the disposal. <br /> PROPERTY SALE PROCEDURE: <br /> 1. Internal staff and departments determine that the property is no longer <br /> needed for public use, with the exception of the portion involved in the <br /> Ridgeline Trail. <br /> 2. Declaring the remaining parcel to be surplus property by obtaining the <br /> approvals of interested boards, commissions, City Manager and City <br /> Council. <br /> 3. Obtain a lot line adjustment to retain the Ridgeline Trail portion, or <br /> create a pedestrian easement. <br /> 4. Obtain an appraisal to determine the fair market value <br /> 5. Work with the Finance Department to establish a sale prodecure. <br /> 6. Surveyors establish proper monuments. <br /> 7. Finproceeds with sale process. Revenues utilized in a manner con - <br /> sistant with voter approved funding objectives. <br />
