KEEP SCENARIO: After development of criteria consistent with the Parks Mas- <br /> ter Plan, a request for proposals would be advertised to permit the Cascade <br /> Raptor Care Center, as well as other possible groups to submit proposals for <br /> consideration. This would continue the City liability of ownership for the <br /> parcel and structures while providing for an expanded program area from the <br /> private sector. <br /> RECOMMENDATION: Staff recommends the sell scenario. The proposal for the <br /> nature center came as a result of solving the trail encroachment problem. <br /> Opening the property to use by private organizations would require the city <br /> to develop criteria for its use and then request and evaluate the various <br /> responding organizations' proposals. Upon selection of a private use the <br /> City would be required to continue management of a facility not originally <br /> constructed for public use. Property management resources have been reduced <br /> as a result of the Eugene Decision funding reductions. <br /> The steps necessary to accomplish sale of the parcel are outlined below. <br /> 1. Staff documentation that the property is no longer needed for public <br /> use, with the exception of the portion involved in the Ridgeline Trail. <br /> Parcel is declared surplus. (May require amendment to the Parks Master <br /> Plan) <br /> 2. A lot line adjustment is obtained to retain the Ridgeline Trail portion, <br /> or create a pedestrian easement. <br /> 3. An appraisal is obtained to determine the fair market value. <br /> 4. Land sale is handled in accordance with Finance Department procedures. <br /> 5. Sale proceeds are available for uses consistent with bond measure re- <br /> quirements. <br />
