I talked with David Biederman and Jan Bohman. It looks like we can do the zero interest
approach if we have a good explanation of why. The explanation I hope to use is that the use of the property
Louise plans is "near" the goals for a nature interpretive center as specified in the Parks and Recreation Plan.
Therefore going along with her proposal would have an additional "public benefit" over and above a simple $$
transaction and worth the extra consideration. I haven't talked with Barbara yet. If we can make the
Council Officers' meeting on Nov 8th that would be great.
Keep me posted. I'm playing
phone tag with David Biederman and Richie Weinman (Lew Bower's
AIC) to get their perspectives on this issue. My question is
basically this: Would this establish an unacceptable
precedent? If so, what minimum interest or down payment would
be acceptable? As soon as I can get answers to this I can
prepare the Council Agenda Summary and briefing statement..
As requested, once I get the above information I was going to
contact Louise Shimmel and Barbara Keller and brief them on
where we are on this issue.
I spoke to Pam regarding getting this on the Council consent
calendar. She flagged that due to cancelled meetings the
next consent calendat would be on November 22nd. She
requested that 1 have the packet ready by November 5th and
that she take it to the Council Officers meeting on Nov. 8th
to request theI agreement for placement on the consent
calendar.
This is the process which I will follow unless someone has
other instructions. Thanks Johnny
Page 1
