This price is <br /> expected to be in the range of $ 80,000 - $ 100,000. <br /> 3. A land sales contract will be developed between CRCC and the city which <br /> offers the following criteria: <br /> a. There will be no requirement for a down payment. <br /> b. CRCC will make payments to the City in the amount of $500.00 per <br /> month for sixty months. The balance due to the City is to be paid at the <br /> end of the sixtieth month. <br /> c. The rate of interest for the sixty month period will be 3.5 percent. <br /> This percentage rate is based on giving CRCC advantage of the best rate <br /> which the city can currently borrow funds. <br /> 4. Due to this property being acquired with Park Bond Funds, the monies <br /> received will be placed in a parkland acquisition account in the capital budget. <br /> ITEMS UNDER SEPARATE COVER: <br /> 1. Proposal letter from Cascades Raptor Care Center, dated September 3, 1993 <br /> BACKGROUND: After the Fox Hollow -to- Willamette portion of the ridgeline trail was <br /> constructed staff was notified by the owner of the parcel that the trail had encroached <br /> on their property. The options at the time were to relocate the trail, purchase just <br /> the land needed to include the trail or purchase the entire parcel. With the owner <br /> being unwilling to sell only a portion but willing to sell the entire parcel, purchase <br /> 'of the entire parcel was made. Funding for the purchase was from 1978 bond election <br /> proceeds. One of the objectives of the bond measure was to add to the Ridgeline Park <br /> and construct trails. <br /> In considering the purchase of the property which included structures, thought was <br /> given as to what new opportunities this purchase might present. The notion of a nature <br /> interpretive center was subsequently included in the Parks and Recreation Plan. <br /> Funding has never been available to implement this plan. In light of the recent Eugene <br /> Decisions funding reductions for park maintenance it is unlikely the City will be able <br /> to establis+- =this -use of the property in the foreseeable future. <br /> Louise Schimmel of Cascade Raptor Care Center (CRCC) approached staff inquiring about <br /> the availability of a facility suitable for her operation. The Parks and Recreation <br /> Commission was supportive of the proposal and asked staff to explore the possibility. <br /> As a result of this, a request for formal proposals (RFP) using criteria consistent <br /> with the Parks and Recreation Plan was advertised to permit CRCC, as well as other <br />
