One criteria was to show the <br /> ability to make the necessary ADA and Building Code required improvements to minimize <br /> city liability. CRCC was the only respondent to the RFP however staff felt the <br /> proposal did not adequately address the facility corrections needed in a short enough <br /> period of time. Subsequent discussions with Louise Schimmel resulted in her writing an <br /> amendment proposal to the RFP dated September 3, 1993 asking to purchase the property. <br /> An opinion was asked of the City Attorney's Office regarding the legality of CRCC's <br /> proposal and the procedure to be used to make such an agreement to sell. The response <br /> was that there was no legal problem with this transaction as long as the City Council <br /> gave specific approval at least as a consent calendar item. <br />
