The City of Eugene's elected governing body has a <br /> specific process for grant applications that does not include a resolution. Instead, the City Council has <br /> delegated authority for grant applications to the Council's Intergovernmental Relations / Legislative <br /> (IGR) Committee. This committee reviews and approves grant applications for all city functions. This <br /> authority is granted in the attached City of Eugene resolution #4139. <br /> Our current operating procedures for seeking IGR Committee approval is through an information . <br /> 4,.., memorandum that is sent to each of the three IGR members who are also City Councilors. The approval <br /> is by default unless one of the IGR members requests a meeting to discuss the application. <br /> Attached is a copy of the memo from our Public Works Director to the IGR committee.
