Nvi) <br /> Comprehensive Stormwater Manacement Plan (CSWMP) <br /> This document is the City of Eugene's Policy guidance document for managing stormwater. <br /> The Plan was developed with extensive public involvement and was ratified by the Eugene City <br /> Council in 1992. The Plan provides direction to manage stormwater for multiple benefits <br /> including water quality, natural resources, and optimal conveyance of stormwater which <br /> indudes preservation of natural stream corridors to avoid erosion and downcutting. The East <br /> Fork Amazon Headwaters acquisition proposed with this grant application pro integrity <br /> of the stream corridor and allows for natural watershed functions which help promote water <br /> quality and reduced flooding impacts. <br /> Parks Recreation and Open Space (PROS) Comprehensive Plan update (on- going) <br /> The City of Eugene is currently updating the Parks Recreation and Open Space comprehensive <br /> { plan under the direction of a Mayors Advisory Committee. The public outreach has been <br /> exhaustive and has induded multiple community surveys, focus groups, web outreach, <br /> • neighborhood meetings and large open houses. The feedback received shows significant <br /> support on multiple fronts for the kind of acquisition this project proposes. From the community <br /> survey. the most important benefit of PROS is providing opportunities to enjoy nature; <br /> acquisition of key areas is a high priority for 21.3% of respondents; when asked to identify the <br /> top three priorities, acquisition of new park areas was ranked third. From the Natural <br /> Resources Focus Group: One of the top listed priorities was to identify and acquire ecologically <br /> significant sites. From the Mayors Committee: Preserve viewsheds (hills and ridges seen from <br /> town); Acquire land along City's southem boundary making connections to the wetlands area; <br /> providing access to the two major waterways flowing through the community — Amazon Creek „via <br /> and the Willamette; Completing the public open space connections along major city waterways <br /> by continuing acquisition and expansion efforts; Acquiring sites with exceptionally high habitat <br /> value; ability to access parks without driving to them; interconnect City's existing parks and <br /> open spaceas and improve the connections along Amazon Creek. <br /> Additionally the Southeast Neighborhood in which this parcel lies has been consistently active <br /> and supportive of further parks and open space acquisitions within their boundaries, and <br /> particularly active around parcels that contain headwaters of Amazon Creek. <br /> '4111) <br /> • <br />
