June 8, 2005
Thank you Mayor and City Council for inviting me here to speak before you
today.
I'm here to give you an update regarding the status of a potential property
acquisition near Dillard Road and Nectar Way.
This property has been called by several names. Some have been calling it
by the personal names of the past or present property owner; others have
been calling it the Dillard- Nectar Forest. When staff brought this before
Council in 2001 as a part of the Stream Corridor Acquisition Study we
called it the East Fork of Amazon Creek Headwaters. This site was listed as
a Tier 3 site and was number 11.
By whichever name you prefer — this property is shown in your packet on
Exhibit `B" and is highlighted in yellow. For people in the audience the
large map on the wall also shows this property highlighted in the same
manner.
I think the agenda summary gives a good accounting for background so I
will just give an abbreviated account of the actions.
This was initially a 90 -plus- acre parcel. We purchased the southerly 54
acres of this property in 2001. This purchase was in support of the Ridgeline
Trail and Stream Corridor acquisition programs.
We have been undergoing continuing efforts to buy a portion of the
remaining property as a part of the Stream Acquisition Program since that
time. You can see in your packets on Exhibit "C" the configuration of the
approximate 10 acre portion of the property containing the Stream Corridors
which we were attempting to buy.
In August of 2003, staff thought we had an agreement with the previous
property owner on the 10 acre acquisition. However, in January of 2004 the
property owner asked us to instead consider purchase of the whole 39 acres
at a price discounted from what it's listed price. The property was listed on
the market at that time for $798,000.
