It is a short, narrow <br /> drainage channel that contains virtually no riparian vegetation, and functions essentially as a <br /> roadside ditch. Based on that, and the ESEE analysis above, fully allowing conflicting uses is <br /> recommended for these sites. For this lower quality site, the positive consequences of <br /> protecting the resource are not great enough to outweigh the negative consequences of <br /> prohibiting or limiting conflicting uses.
