Based on that, and the ESEE analysis above, fully allowing conflicting uses is <br /> recommended for these sites. For this lower quality site, the positive consequences of <br /> protecting the resource are not great enough to outweigh the negative consequences of <br /> prohibiting or limiting conflicting uses.
