Your request also seeks permission to use a portion of the City's parkland to stage the <br /> daily loading, unloading and maneuvering of both track -driven mechanized equipment and trailer mounted <br /> drilling equipment to conduct soil boring activities on the adjacent property. <br /> In response to your request, I had staff from the Parks and Open Space Division conduct a site investigation <br /> of the proposed use areas on April 18th. The purpose was to evaluate the suitability of the roads for the <br /> equipment and for the manner and frequency of use you have requested. I also asked staff to assess the <br /> probable impacts such use would have to both the roads and to the ground and vegetation immediately <br /> surrounding the staging area. It was their assessment that the ground in any non -rocked areas is currently <br /> PARKS AND OPEN SPACE PLANNING too wet to allow the type of use you request without them sustaining significant soil disturbance, rutting, and <br /> erosion producing scarification. This is evidenced by the high level of soil disturbance, rutting and <br /> PARKS MAINTENANCE vegetation destruction this equipment has already caused at your current staging area along Dillard Rd. For <br /> this reason, I have chosen to deny your request for a Park's Use Permit for the activities you have proposed <br /> at this time. <br /> URBAN FORESTRY <br /> Whereas I am presently not willing to allow Shannon & Wilson, Inc. to use City parkland in the manner and <br /> with the equipment you have requested, I am willing to reconsider your request once the ground has dried <br /> NATURAL RESOURCES significantly.
