M I "I" <br /> i <br /> March 6, 2008 <br /> Russ Royer <br /> Senior Real Property Officer <br /> Public Works Engineering <br /> 858 Pearl Street <br /> Eugene, OR 97401 <br /> Dear Mr. Royer, <br /> Thank you for providing us a copy of the appraisal report on the subject property located west of <br /> Interstate 5 and south of Lane Community College, which is owned by Arlie & Company. <br /> After reviewing the report, we are willing to sell to the City of Eugene the 200 acres at the appraised <br /> value of $15,000 per acre, or $3 million. In an effort to support the extension of the ridgeline trail <br /> from Skyline Park (Mount Baldy) to Lane Community College, Arlie & Company is willing to donate to <br /> the Parks Division 20% ($600,000) of the final sale price of the property. The City may use this <br /> donation for any park - related purpose, such as land acquisition, natural resource restoration, or <br /> ridgeline trail design /construction. <br /> Due to the current lot configuration and zoning of the property, we propose placing a conservation <br /> easement over the 200 -acre trail corridor until a dedicated lot can be transferred to the City through <br /> a property line adjustment or land division process. <br /> Upon receipt of a conservation easement/purchase & sale agreement from the City, Arlie & Company <br /> will be prepared to complete a survey of the 200 -acre corridor and a legal description. <br /> To reiterate, we think the City's acquisition of this 200 -acre corridor is vital to successfully <br /> implementing the community's vision for the ridgeline trail system.
