The subject <br /> � q-, ,_4; % ,, neighborhood is identified as south <br /> MkdQ'ltwaEMsBsdxgh <br /> w Eugene, a portion of the <br /> Eugene /Springfield Metropolitan <br /> "` Statistical Area (MSA). <br /> It ; Generally, the neighborhood is <br /> bounded by East 30th Avenue on the <br /> north, Interstate 5 on the east, Dillard <br /> 11 ittl Road on the south, and Dillard on the <br /> 4 west. The northern boundary of the <br /> f subject property marks the end of <br /> I - development in south Eugene at this <br /> time. <br /> The majority of the neighborhood is located outside the urban growth boundary and is <br /> not served by served by public utilities, including water, sewer, electricity, natural gas, <br /> telephone, and cable television. Improvements in the neighborhood are dependent <br /> upon private well and septic systems. <br /> The major east/west arterial in the neighborhood is East 30th Avenue. It is a two -way <br /> two lane secondary arterial. Dillard Road is the primary north /south arterial in the <br /> neighborhood. It is a two -lane two way arterial with minimal improvements. There are <br /> • no public access roads through the center of the neighborhood. <br /> There is little retail development in the subject neighborhood, however; there is a small <br /> amount located on the northem boundary. Additionally, Lane Community College is <br /> located in the northeast corner of the neighborhood. <br /> Lane Community College is a comprehensive community college that offers dozens of <br /> credit and non - credit programs. The main campus is located in the subject <br /> neighborhood; however, there are several satellite campus throughout Lane County. <br /> Enrollment for the 2005 -2006 school year was 36,000 at an average age of 36. <br /> In summary, the area is characterized by little retail development with primarily <br /> residential neighborhoods on the outskirts of the neighborhood. The center of the <br /> neighborhood is primarily unimproved vacant land. Access and services throughout <br /> the area are good. Over the long term, values can be expected to increase in <br /> proportion to continuing demand for remaining developable land. <br />
