I `UGENE / Public Works
Maintenance Division
City of Eugene
MEMORANDUM 1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
Date: April 6, 2000
To: Rasor Park Interested Parties
From: Andrea Riner, PWM Parks Planning Manager
Subject: Rasor Park/River Road Cruise -In
Thank you for your interest in Rasor Park. In response, we are providing you with a copy of a
recent memo to the Mayor and City Council describing the decision - making process to date.
Since it was prepared, Parks Planning staff have tentatively scheduled a park development
planning process for Rasor Park, to begin later this year. Until an accepted development plan is
in place, no additional planting will be allowed and, with the exception of this year's Cruise -In,
no additional events will be held at the site.
The primary goal of the park development process for Rasor Park will be to create a plan for the
site that addresses the diverse needs and interests of the community it serves. Therefore, an
extensive public outreach effort will be included to ensure that all interests are represented. Staff
are preparing a preliminary list of stakeholders to be involved, including community members,
neighborhood residents, and interest groups representing recreation, business, environmental, and
other interests, as well as public officials, and City staff. Your name has been included in this
interested party list. All community members will be invited to attend a series of workshops to
meet the following objectives:
• Create a vision for the park;
• Identify key issues and areas of concern;
• Establish site opportunities and constraints; and
• Identify park and recreation priorities for future development.
A preliminary issue scoping workshop is scheduled for September. Following that workshop,
City staff will develop a concept plan based on the input received. Additional workshops will be
scheduled to involve residents in evaluating and refining the concept plan. It is hoped that
through this process, consensus on the best use for the park may be reached.
Please feel free to contact me at 682 -4800 if you need additional information.
