Pk_
EUGENE / Public Works
Maintenance Division
City of Eugene
MEMORANDUM 1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
Date: February 23, 2000
To: Mayor and City Council
From: Jeff Lankston, Maintenance Director
Subject: Rasor Park Issues
The following is an update on the issues surrounding the undeveloped Rasor Park site on River Road.
BACKGROUND: For the last several years, Rasor Park has been used for the River Road Cruise -In.
This has historically been an annual, one -day event on a Saturday in early June. The first car shows were
relatively small. Both show cars and spectator parking fit onto the site. Recent growth in car show
participation and attendance has led to requests to expand onto adjacent undeveloped natural areas.
The Friends of Rasor Park have been planting and caring for native trees on this and adjacent
undeveloped park sites in a volunteer restoration effort with the knowledge and cooperation of City staff.
While previous tree planting had been kept to the periphery of the site where it was unlikely to interfere
with eventual development, this year's proposal would have involved planting well into the park's
interior.
Both groups have been accommodated until this year, when the proposed planting plan conflicted with
the space required for the car show. Staff has reached a compromise that will allow both groups to
continue their activities on the site this summer.
STATUS: The River Road Cruise -In will be permitted use of the site for one more year only (2000).
As part of the permit, measures will be taken to insure that trees on the site are protected and car show
activity is kept at least 100 feet from the top of the river bank. City Public Works Maintenance staff will
erect a temporary fence to protect the 100 foot riverside buffer.
The Friends of Rasor Park will be permitted to plant those plant materials already purchased in the
riverside buffer and at least ten feet from the edge of the bike path. The ten foot corridor is needed to
provide visual clearance mowing for the safety of users of the bicycle path. The remaining portions of
the riverside buffer will not be mowed until fall, giving grass and forb plants the opportunity to complete
their life cycle and enter their dormant phase before mowing occurs.
After this summer, no additional planting or car shows will be allowed on this site until the master plan
for Rasor Park has been completed. All park neighbors and interested parties will be encouraged to
