- EUGENE Public Works <br /> Transportation Division <br /> City of Eugene <br /> 858 Pearl Street, 3rd Floor <br /> Eugene, Oregon 97401 <br /> September 12, 2002 (541) 682 -5218 <br /> (541) 682 -5598 Fax <br /> www.ci.eugene.or.us /pw <br /> The City of Eugene is committed to providing a safe environment for the frequent visitors to the <br /> Prefontaine memorial on Skyline Boulevard southwest of Birch Lane in East Eugene. There are limited <br /> opportunities to widen or improve this segment of Skyline due to the topography, vegetation, narrow <br /> pavement and right -of -way in the vicinity. The roadway is 24 feet wide curb to curb in a 31 foot wide <br /> right -of -way, with no sidewalk on either side of the street. We are developing a project to provide more <br /> than four new on- street parking spaces on the northerly side of Skyline Boulevard near the memorial. <br /> Parking has been prohibited along the southeasterly side of Skyline for many years and is intermittently <br /> permitted on the northwesterly side, with no on- street parking near the monument. For several years, <br /> residents of the area have requested limitations on the use of Skyline between 2474 and 2415 (Birch Lane <br /> to Westover), varying between one -way operation, partial closure or total closure. The City has not <br /> pursued such requests due to the lack of support from a clear majority of the affected parties (those who <br /> reside on Skyline, Westover, Kona, and Prospect) and the Fairmount Neighbors association. <br /> The Parks and Open Space Division currently has responsibility for the maintenance and upkeep of the <br /> Pre's Rock Memorial and nearly one and a half acre parcel it is situated on. They have asked our <br /> division to assist with development of four or more parking spaces near the site and safer area for visitors <br /> viewing or paying homage to the memory of Steve Prefontaine. Emergency services providers have <br /> given their conditional approval for one way operation, so we are asking for your comments and concerns <br /> regarding this proposal. <br /> Please review the enclosed sketch of the proposed project (no other work on this or any other segment of <br /> roadway in the area is planned) and provide us any comments, questions, or concerns.
