MEMO <br /> To: Dick Morgan, Parks Manager <br /> From: Tim Rhay, Turf & Grounds Supervisor <br /> Subject: Discovery of Marijuana Plants at Owen Rose Garden <br /> Date: January 2, 1997 <br /> Just before 3:00 PM today I was called to the Owen Rose Garden via radio by Dee <br /> Grissell who stated that he wanted to show me some "found material ". When I <br /> arrived at the garden I found Dee and Paul Heard near the parking lot and they took <br /> me into the garage and showed me a box which contained about a dozen marijuana <br /> plants, each growing in a clear plastic cup filled with what appeared to be potting <br /> soil. They said they had found these plants under a rhododendron in the planter <br /> bordering the south end of the parking lot. <br /> I called the police to report the discovery and ask them to pick up the evidence. I <br /> inquired whether I should hold the employees over on overtime to speak to the <br /> officer and was told it was not necessary, so let thme leave at the end of their shift. <br /> Before they left, they showed me where the plants had been found. <br /> I waited at the site until just before 4:00 PM and was about to drive to City Hall <br /> when an officer arrived and took the box and plants into custody.
