MEMO <br /> To: Bob Hammitt <br /> From: Dick Morgan <br /> Date: 7iuiust 14, 1995 <br /> Subject: Owen Rose Garden Building Replacement <br /> It is the desire of the Park Maintenance Section to retain an on -site maintenance building at <br /> Owen Rose Garden. _. <br /> Currently, the George E. Owen Municiple Rose Garden is staffed by 2.5 FTE's. Funded <br /> personnel dollars are available to augment the half time park specialist position for four months. <br /> Two, three month, seasonal positions provide peak labor period support, and over 700 hours of <br /> volunteer service assist in bloom cutting and supplemental labor. These combined labor sources <br /> provide a total of 6,224 actual hours of labor. As one of Eugene's two horticultural attractions, <br /> serving as a destination point of activity for thousands of visitors per year, the Owen Rose <br /> Garden staff is currently unable to maintain this site to the standards which we strive to achieve. <br /> These standards, as adopted by the National Recreation and Park Association, would clearly <br /> place Eugene's Municiple Rose Garden as a premiere horticultural and educational attraction. <br /> Traditionally, both Hendricks Park and the Owen Rose Garden have been staffed with onsite <br /> personnel. In years past, this has also been the case at Skinner Butte and Washington Jefferson <br /> Parks. Onsite staff provides the ability to increase the actual hours of available labor through the <br /> reduction of travel time, thus increasing the standard level of maintenance. At the same time, it <br /> provides the park patrons with qualified personnel to answer questions and address concerns, <br /> thereby providing educational resource and increased security. <br /> I would propose the following approach to maintaining the building needed to house an onsite <br /> staff at Owen Rose Garden: <br /> Short -term Solution/Option #1 <br /> As proposed in the NAGAO PACIFIC inspection team report, which deemed the facility to be in <br /> "deplorable condition ", the following should be done immediately: <br /> 1.
