The original <br /> Conditional Use Permit was granted on February 5, 1985, by the Eugene Hearings Official <br /> for an 8.5 acre public park within the Willamette Greenway and partially within an area <br /> zoned R -2 Limited Multiple- Family Residential District. (Please see file CU 85 - 23.) There <br /> were no conditions attached to the approval. Since the 1985 approval, the R - portion of the <br /> rose garden was rezoned to PL, Public Land District. Public parks are an outright use <br /> permitted in the PL zoning district. The entire park is within the Willamette Greenway. <br /> Therefore, this request is for a modification to the portion of the Conditional Use Permit <br /> that addressed the Willamette Greenway criteria.
