We regret that we are not able to accept the offer. <br /> Two things limit the City's ability to go above our offer described in the February 6, 1998 letter. <br /> First, the Eugene Parks and Recreation Plan recommends the acquisition of 35 acres on Moon <br /> Mountain. To substantially exceed that would require processing a proposal through the City <br /> Council, which would take time and likely not produce the desired results, given limited <br /> financial resources. Second, the financial resources we have are limited, and intended to be used <br /> throughout the developing parts of the City. To use a disproportionate share at one location <br /> would likely lead to public complaints and accountability concerns. We must make decisions <br /> that can be supported by sound policies and practice. <br /> Our original offer still stands. As you look for developers who might purchase the remainder, it <br /> should be known that the City is open to minor refinements in the lower reaches of the proposed <br /> park, so long as they don't impact the objective of protecting the upper reaches as a natural area. <br /> If a developer did not need some portion of the lower area for any reason and City staff judged <br /> the area to be a worthy addition to the park, the City might consider the purchase of another acre <br /> or so. We would want to do that only in conjunction with the developer's planning process, and <br /> prefer at this time to stay with the 35 acres and the offered price of $579,910.00.
