August 13, 1997
Pat Sonnen
Blazer Construction
P. O. Box 1378
Eugene, OR 97440
Dear Pat:
Our neighborhood association Development Committee met last night to consider the
proposal for parks and open space for the PUD projected for the Moon Mountain area
that you presented to me last Wednesday. Before I left on my trip, I gave committee
members the new maps you provided. The committee thinks your latest parks and open
space plans are a very positive step toward assuring the livability of our neighborhood
and the wider Eugene community. They further feel that this proposal would resolve
one of the major concerns that caused us to oppose residential development in that area.
We concluded that if this proposal is part of the submitted PUD application, and is
accepted by the City, it would be an adequate start on the Eugene Parks Plan's
requirement of a regional park on Moon Mountain. (We would expect the City to
acquire the rest from properties currently outside of the urban growth boundary.) We
also agreed that your proposal is in compliance with the South Hill Study's requirement
that residential development not occur above 900 ft. In our neighborhood testimony on
the PUD application we will be happy to bring these facts to the attention of the
Hearings Official and the members of the Planning Commission.
We look forward to reviewing the rest of your PUD application, and are confident that
we can resolve with the same cooperative spirit other obstacles that might stand in the
way of a successful development project.
Respectfully,
Jan Wostmann
Co- Chair, Laurel Hill Valley Citizens
CC: Laurie Swanson - Gribskov, City Councilor, Ward 4
John Etter, Parks Planning, City of Eugene
Teresa Bishow, Planning Division, City of Eugene
