CRT OPS
Summary Meeting Minutes
October 12, 2004 (2 pm to 3:30 pm)
Chief James R. Hill Conference Room, Eugene City Hall
PRESENT: CSO Lupe Jungwirth, Lt. Carolyn Mdermed, Patti Worthen, Paul Wagner, '
Bob Richards, David Zeiss, Rick, Robin Samora, Eric Van Houten, Carla Newbre,
Norman Babcock, Yolanda Conner, Valerie Hamby, Betsy Ford, Corinne Hammet,
Andrea Ortiz, Rick Ausmus
I. Introductions
II. Approval of Minutes from September 14, 04 meeting
III. The Future of CRT OPS — The first question brought to the group was whether
there is an existing group who is doing the same work CRT OPS does. Three groups
were defined who do similar work:
1. IMPACT - discusses specific, individual cases to find a way to impact individuals and
is more treatment oriented.
2. Al Levines group - group no longer exists,
3. CRT OPS
a) Brainstorm group purpose of CRT OPS - CRT will look at larger scale, agency
issues. Solve interagency problems. Avoid problems by networking and seeing
one another face to face to discuss and sidestep issues that arise. This is a good
forum with tremendous potential for problem solving. Because so many cuts to
funding have been made, we can look at how to manage the changes, set policy
and prepare for future impending cuts. Sharing current conditions of an issue.
This group could come up with solutions, agencies deal with clients.
Group Mission Statement: "The Community Response Team is a group of
representatives from social service, law enforcement and city government who meet
to collaboratively problem solve and identify emerging issues regarding public health
and safety and to address the needs of dysfunctional groups and individuals by
referring information, solutions and recommendations to the proper agencies."
■ Question? Does this group have any power to set policy?
b) Define Service Population — The population/problems are those which may be
falling through the cracks, problems passed on and over but not solved, people
such as mentally ill, addicted, homeless, transient, all suffering from lack of
services.
