COMMENTS ON PROPOSALS <br /> FOR A MANAGEMENT PLAN <br /> OF THE FORESTED AREA OF HENDRICKS PARK <br /> by Michael Robert <br /> November 6, 1997 <br /> Comments on the Satre proposal <br /> How much City staff time will be required and of what kind? <br /> The samples of work presented are mostly remedial, for example a plan to save the <br /> spotted owls and allow timber harvest, mining or wetland and habitat mitigation following <br /> hydroelectric facility construction. Satre's work includes master planning for parks and park <br /> systems, but centers on construction or development rather than conservation of natural <br /> resources. None of their work is purely park forest conservation or management planning. <br /> None of the work of Sperry includes forest management planning. <br /> Beak is not a local firm, and their work is also not park work. <br /> A comprehensive inventory is referred to, but not explained. I'd like to see the examples <br /> of Beak's "state of the art sampling techniques." <br /> "Sampling of the forest habitat using randomized plot design" is referred to but the <br /> parameters of this are not explained. <br /> Appropriate sampling of the forest is referred to in the categories: "developed forest, <br /> interior undeveloped forest and perimeter undeveloped forest." These categories are interesting <br /> for one layer of understanding and are relevant to the forest system and to the social aspects of <br /> the park, but limited in understanding the ecology of the park forest, which might be better <br /> described in plant and animal communities, and other layers for a more practical management <br /> planning. <br /> Detailed wildlife surveys, e.g. bird and small mammal census - taking are excluded due to <br /> budget. I wonder how we will know what wildlife to preserve habitat for if it hasn't been <br /> inventoried. <br /> This proposal includes extensive mapping all trails, walks, improvements, etc. within the <br /> park on G.I.S. I question if this is cost effective. In general I think we gather more useful <br /> information for management decisions from wildlife inventories then we do from more sets of <br /> park maps. <br /> This proposal includes almost no reference to the extended landscape, private homes <br />
