EUGENE" Public Works
Maintenance
1820 Roosevelt Boulevard
Eugene, Oregon 97402
January 11, 1993 (503) 687 -5220
Susan E. Reynolds
20580 South May Road
Oregon City, OR 97045
Dear Susan Reynolds:
I felt I should give you an update on the proposal for golf happening at the
Golden Gardens Park site in Eugene since there have been more discussions
here recently on that possibility. Whether there would be any activity that
would affect your plans for using it this summer isn't known yet.
The City will likely move ahead to make a trade involving the north two -
thirds of the property, keeping the pond at the south end through which a
storm drainage channel flows. This would be consistent with our Eugene Parks
and Recreation Plan, originally adopted in 1983 and revised heavily in 1989,
which calls for a public golf course at and around this site, developed by
private interests. It appears that there is a golf developer ready to move
on this. City staff feel bound to allow such development to happen when the
improvement can be made by an interested private party.
It is not a "done deal" at this point. As you pointed out in your 9/23/92
letter, there are already a number of golf courses in the area. There are
proposals for new courses at two other sites here. It may be that if another
party breaks ground first that financial feasibility will change and kill the
interest at Golden Gardens.
From other staff I have talked to, permission for retriever clubs to use the
ponds was made rather informally, and considered an interim use. I am not
aware of any contractual obligation to provide this site for that purpose.
The benefits to the community you sited are appreciated, and if the trade for
golf goes through I would hope, but not guarantee, to find a replacement site
for the activity. The City does have other parks with water features, and
there are other publically owned ponds in the area. The south pond would
remain under City ownership in any case, which you could use until some high-
er and better use for it was designated, which could be never.
If the point in time comes that we no longer own the northern ponds I will
advise you. If the south pond can be used, you can at least plan your events
for this year with that as an alternative site. .
Sincerely,
John Etter, Park Planner
Public Works Maintenance
