residential development; <br /> 4. Wetland and riparian values would have to be replaced (and may be <br /> replaced in a dispersed manner over a golf course); <br /> 5. Lane County would have to quit claim the deed restriction "for park <br /> purposes only" to remove any challenge to the notion that a golf course <br /> is not a park. <br /> In May, staff received a written proposal from the realtor representing the <br /> owner and interested golf developers. Several city staff have since met with <br /> that group. Three letters from the land owners and the realtor who repre- <br /> sents them are attached for your review. <br /> Staff have developed four options City Council may want to consider in rela- <br /> tion to this proposal: <br /> 1. Maintain the current Golden Gardens park site. (Keep the park as is <br /> for development by other means or for other purposes.) <br /> 2. Sell the park outright to the adjacent neighbor for golf purposes. <br /> 3. Trade the 36.35 acres for a 3 - 5 acre neighborhood park site and the <br /> cash differential between those sites. <br /> 4. Trade the 36.35 acres for a 3 - 5 acre park and park construction equal <br /> to the value differential between the two sites. <br /> At this point it should be noted that each of the three Eugene Decisions <br /> Council scenarios call for varying reductions in parks maintenance activity. <br /> The minimal maintenance requirements of an undeveloped 3 - 5 acre park site <br /> would probably be less than similar maintenance currently performed on the <br /> land around the ponds (about 18 acres). If the park site were developed, <br /> there would need to be additional revenue for maintenance, or maintenance <br /> would need to be reduced in other developed parks in order to maintain this <br /> park site. <br /> Staff recommends option 3, which would give the City the option of a neigh- <br /> borhood park in this area should future funding for development and mainte- <br /> nance become available. <br /> This item is scheduled for Council review on June 24. We are sending this <br /> material to you in advance of next Friday's agenda packet at the request of <br /> the Council Officers.
