6/17/92
Lee: Shawn had a lot of questions about the golden gardens item. He would
like them addressed in the agenda packet for this item. Here they are:
1. How can we guarantee public access to the golf course in perpetuity?
2. How do SDCs apply to this development? (There is no mention in the ma-
terial sent to Council.)
3. Did staff consider other options for this land - Shawn suggested some-
thing such as SDCs as credit for the full purchase price.
4. Shawn would like to know what the soil classification is - is it possible
to rent our Golden Gardens site for agriculture use?
5. June 11 letter from Sagen:
item c - are they going to pay family wages?
item d - one letter refers to the golf course as a buffer - another refers
to the park as a buffer. What is their definition of a buffer and what would
the size be?
last paragraph: Shawn thinks mitigation plans should require a signoff on
wetlands. Is this the case?
page 2 - the statement about "conserving water" raised some questions for
him. Shawn wonders what the source of the water is and whether it is a State
resource or a City resource. He also wonders how much water they are talking
about.
6. 6/9 letter from Babb
Shawn wants us to clarify to the attorney and developers, etc. that staff is
"not in support" of this development - it's a City Council decision.
In their letter:
item 1 - can we guarantee this with a deed restriction? Other options?
item 3 - this is the same question about the buffer definition.
item 4 - are they willing to be responsible for solving any environmental
problems in perpetuity?
in regard to staff providing "political support," Shawn wants to know if
that would be at their cost, rather than City cost.
in terms of paying development costs - does that include SDCs?
in terms of asking that we let them know immediately of other concerns,
Shawn wants them to know that Council doesn't know enough about the project
yet to know if they have other concerns. Most of his are in this note to
you.
