MEDLIN Johnny R
From: POTTER Glen D
Sent: Monday, July 25, 2005 2:50 PM
To: MEDLIN Johnny R
Subject: 6/19 incident
Johnny, here is the text of the narrative portion of the incident report by Lt. (AIC Capt.) Rich Hill on Engine 7:
E7 dispatched to a possible drowning of two victims. E7 arrived with a lead at the end of Golden Gardens Road. The lead
took E7 officer to the far North end of the ponds. Upon my assessment I had three people in the water looking for the
victims. I ordered the individuals in the water to exit for their safety. One adult male refused to exit, stating that "these are
just kids and we need to find them" the adult rescuer agreed to stay in the water that was not over his head and continue to
search via feel. I then had a bystander drive his vehicle to Green hill road to lead in W R1 and the medic units that were
responding. I also had three young males go to the roadway and flag in other responding apparatus. I interviewed a
young male in a white T -shirt asking him what had happened. He stated that his brother had swam out approximately half
way to shore and started to yell for help as he was bobbing up and down in the water, he did not state what the other male
was doing other than that they both went under the surface at approximately the same time. I at this time made a
confirmation with Fire Com that we did in fact have two known drowning's. C2, E8,E7,WR1 and M9 then put on PFD's and
entered the water with pike poles and formed a grid pattern side by side looking for the possibly drowned children, after
thirty minutes I contacted C2 that this was a recovery operation and all EFD persons should exit the water (due to the
warm water chance of survival was lowr) and become support for LCSO. LCSO took over the scene and E7,M9 assisted
with line tending and family support. M9 left on scene as medical support and line tending for the diver. John Miller
became IC for LCSO.
1
