ICMA will compile the data submitted by participants and post it to a private Web site for participants'
use, publish an annual data report with graphs and explanatory information, and customize whisker plot
graphs for your jurisdiction.
What follows are some important guidelines to ensure that your data are as comparable as possible for the
benefit of your fellow participants. Please read these guidelines carefully and contact your primary
coordinator or ICMA if you have questions.
1. ANSWER QUESTIONS AS ASKED
Please remember, above all else, to answer all questions exactly as asked. Your fellow participants rely upon you to
provide comparable data that they can use to make important management decisions. If you cannot generate an actual
answer that exactly matches what is requested, please check "Not available."
2. FULL FISCAL YEAR DATA ONLY
Please provide information for the full fiscal year ending in 2008. Do not provide information for any time period less
than the full fiscal year. Do not provide calendar year information unless your jurisdiction's fiscal year is the same as
the calendar year.
3. NO ESTIMATES
Do not provide estimates, averages, budgeted amounts, or data that have been rounded, unless specifically requested. If
you are not able to answer a question with an actual figure, please check the "Not available" box.
4. ZERO, NOT AVAILABLE, OR NOT APPLICABLE
If the accurate answer is "none" or "zero," please enter a "0" in the field rather than leaving the field blank. This
would be the case if your jurisdiction has zero vehicles, facilities, employees, or expenditures in a particular
category. Please do not use "0" as a default response when actual data are not available or not applicable.
Unnecessary zeros (e.g., jurisdictions entering an average age of zero months for vehicle type when they don't own
any vehicles of that type) artificially lower the summary statistics for a measure and must be manually removed
during data-cleaning.
If the answer is a value other than zero, but you are not able to provide it, please check the "Not available" box.
This would be the case if you provide a service, have staff or expenditures in a category, or own the items
described (vehicles, library materials, parks equipment), but are unable to report data that meets CPM's definitions.
Checking "Not available" indicates to other participants that you provide the service or have the resources
http: / /cpm.icma.org/Survey _Manager /www /PrinterTempl ate. cfm?
