DRAFT
CITY OF EUGENE
DEPARTMENT ADVISORY COMMITTEE
DATE: December 8, 1997
TYPE OF REQUEST: _X_ Formation of committee Report (work complete)
COMMITTEE NAME: Hendricks Park Forestry DAC
REQUESTING DEPARTMENT: Public Works
DEPARTMENT CONTACT: Johnny Medlin
COMMITTEE TASK: Recommend specific actions and strategies to accomplish the
following objectives:
1. Establish scope of desired work to be included in a Request for Formal Proposal
(RFP) process to consultants interested in developing a Eco- system based
Forested Area Management Plan for Hendricks Park.
2. Review criteria which staff will used in selecting a consultant from those replying
to the RFP.
3. Within the scope of the City's contract with the consultant, review and provide
comments /direction regarding the content of the first draft of the consultant
prepared forested area management plan.
4. Review the final consultant prepared forested area management plan and make
recommendations to the Director of Public Works for adoption or modification.
Anticipated scope of the management plan would be to determine management policies
for Trees within Hendricks Park.
Develop a natural area management plan for Hendricks Park based on eco- system
management principals. This plan is needed to resolve conflicting special interest
groups views on how the park's natural resources are to be managed. Issues of
conflict include habitat management, natural vegetation management, aesthetic and
risk issues. Without adoption of a publicly processed management plan the city will
continue to receive criticism from these various groups on it's management of the
forested natural area.
Development of the plan would be undertaken using a consultant to provide technical
expertise. A Departmental Advisory Committee would be used to assure the resulting
recommended management policies were consistent with communities values.
